For beginner, i prefer you WordPress for website designing and website development because wordpress is easy to use and open source and provide you facility of customization but in weebly has no customization features.
I prefer weebly website development if you want to learn how to design a website because it provides a drag and drop facility but no customization features so choice is yours. If you want to just design a website then weebly is good.
